Improve the UX and precision of the razor tool

The razor tool has a pen icon; that should probably be fixed.

But what's more important is that it's hard to cut precisely. This can be improved with two additional visual cues:
1. extending the dotted line upwards so that it reaches the timeline
2. showing the time at wherever the razor tool is.

Thanks for this suggestion and the mockup.

This tool will be highly improved in Openshot 2.0.0. A bit of patience.
I'm going to put it in the whishlist because I am not sure that another bug
report exists for this one.
