[Feature Request] Add sound effect to specific part of a clip

Bug Description

Hello all, I noticed that there is no functionality to apply a sound effect onto a specific part of the clip, but rather it is applied to the clip as a whole.

I think this is a required feature for OpenShot in order to reach an upper level. I, along with another friend, have taken the liberty to create the required UML diagrams and specifications you might need in order to develop this.

Ah Ah. Curious. :-)

libopenshot will replace the 4 dependencies of MLT and freiOr-plugins.

The only things that I can tell you are Openshot will change of look of
core-engine and will come with more 200 audio and 100 videos effects.
The rest will be the surprised.
That's all.

I don't think this is library dependent, it's more to do with providing the gui functionality.
