Bug Description
Openscore needs the ability to create entries and disable entering results if the competitor doesn't have an entry. Currently the system assumes that a competitor has an entry, and so creates one.

Entrie cannot be made until an athlete is associated with a meet. However this does not happen until very close to the meet(night before). So therefore an athlete have an entry prior to this. Therefore the whole way we do competitors and associating them with meets must be rethought or we cannot do this!
