Group tree relationships not being stored

Bug Description

Groups load ok as parent-child but when the app is closed and re-opened the relationship does not hold. Hence the display as flat table rather than a tree.

The code should create and store the relationships in the GroupRelationships.csv, so when re-opening the groups will appear as a tree.

This is likely the root cause of bug #308525, and may be related to bug #307640 and bug #312827.

Tudor needs to fix this in storage where the Relationships are not being written to file. Initially when imported they are fine, but reopening later they are not since the relationships are not stored.
