ISC - format & render sample data

Now that we have some sample data for ISC we need to:
1. format the data so that it can be integrated into Postgres/PostGIS
1.5. (if needed) add a Django model for data schema
2. integrate the data into Postgres/PostGIS
3. expose the data to GeoServer + add a basic style
4. add layer/application migrations (ass needed)
5. add data fixtures
6. update GeoNode db generation scripts with new layer/application
7. create client application & render the layer in UI
8. add application to UI Sandbox
