Prototype of a function which should be able to do the work (see link below). It leans on libopenshalite-java and python-jpype. It's not the cleanest solution, but the exact algorithm for computing the perimeter polygon is already written in OpenSHA; we've made similar use of OpenSHA in OpenQuake for this purpose.
