Bug Description
In order to represent a fault source the user of the faulted earth tool will need to be able to draw a fault source polygon in the map view of the tool. This information needs to be saved to a postGIS DB table called fault_source. This information then needs to be made available to a parser and served to Python.

The first step is to create a Fault Source layer with Geometry in the DB
