Devise an algorithm for estimating computation time based on Classical PSHA Risk calculation parameters.

Estimating computation time beforehand is quite tricky, as there are many variables to consider. At the moment, we have progress reporting, and I think this is sufficient to give the user an idea of how long their calculation will take.
