Bug Description
In the deterministic hazard mixin, we use the region to create the KVS keys used to store the ground motion fields generated. Since we could just have a set of sites and not a region, we need another way to store the computed values.

Since we don't currently store anything in the hazard side, we agreed with Damiano to make the deterministic calculator available only in the HAZARD + RISK jobs for the time being.
