3) What is expected to happen in LibreOffice Writer via the Terminal:

unoconv --listener && cd ~/Desktop && wget https://bugs.launchpad.net/ubuntu/+source/openoffice.org/+bug/57828/+attachment/2126289/+files/30_02.rtf && unoconv -f odt 30_02.rtf && lowriter -nologo 30_02.odt

is one can open the file.

4) What happens instead is a window pops up noting:

LibreOffice 3.3
Read-Error.
Error reading file.

WORKAROUND: Convert the file via AbiWord then open in LibreOffice:

abiword --to=odt --to-name=30_02.odt 30_02.rtf && lowriter -nologo 30_02.odt

WORKAROUND: Use AbiWord.

Stephan Gromer, I am closing the bug task for LibreOffice as this has been fixed in the latest development version of Ubuntu - Oneiric Ocelot.

This is a significant bug in Ubuntu. If you need a fix for the bug in previous versions of Ubuntu, please do steps 1 and 2 of the SRU Procedure [1] to bring the need to a developer's attention.
