[5.0] Disable NETRPC doesn't work in 5.0.7

Bug Description

In 5.0.7

In the config file change this line

[options]
netrpc = False

and start/restart the server, the netrpc service is available.

Checked and as described, the netrpc value defined in the file is not used :/

Hello,

Would you please try with this patch?

The netrpc and xmlrpc have been given special treatments as in their cases config file was getting higher priority.

Now, after this patch, config file will get priority and work. But if, any option is written by command line, that option will be considered for the value given in command line, not in config file.
