You can not create this kind of document! (ir.values)

workaround
set all rights for ir.values and group employee

This is not a bug, just classic access rights.
We decided to assign the default value creation to the group ERP manager in V5.

We had too much problems in production with users setting wrong default values.
This can break the system in lots of different situations.

status: New → Invalid

I'll create a blueprint - it's not user friendly to allow the user to open the "set default window" and then tell him that he is not allowed to do so.
