[RC3] cannot see the translate partner category, only the english one

Bug Description
Server revno: 1638
Addons revno: 2142
Client revno: 904
Create a database, french as default language and demo data, with Services Profile
after install
go to Partenaire, select one, goto to "Categories" tab
click on "Ajouter", all catégories appear in English
Distribution: Ubuntu
