unable to drop a database until and unless i dont restart the server

if i create a new database and then i try to drop it but strange it doesn't allow me to do so but if i drop any existing database
it will allow me.
you can regenerate it by creating a new db without demo data and install manufacturing industry profile.
i think somewhere the cursor is not getting closed.
