Empty lines in layout of payment reminders are not printed

Bug Description

When a pdf is generated for a payment reminder, no empty lines in the layout are printed. This makes for very ugly letters.

The layout is done via menu option: Accounting ==> Config ==> Follow-up Levels

Printing is done via: Accounting ==> Pyment follow up ==> Send letters and emails

The problem has already been reported before on help.openerp.com:

I reproduced the problem in a fully up to date OpenERP 7.0 instance, but have understood the problem occurred already on 6.1 (don't know before that).
