After removing users OpenERP still says that there are more than 3 users and requires payment

1) Steps to reproduce the issue you have observed, install OpenERP and let 16 days pass.

1.1 - Add 5 active users and try to install one click module.
1.2 - Remove users

2) The result you observed

2.1 - After the users are removed (only 2 users remain) it still requires payment to use
"The apps platform is not free, it costs $39/user per month for all these services. "

and it still reports 5 users, instead of 2.

One-Click is redirected to the purchase page, even if you remove all users except Administrator.

3) The result you expected
3.1- That the users would be correctly updated to 2 and I could use OpenERP one click install once more.

4) The platform you are using (and browser version, if relevant)
4.1 - Windows, Firefox and Chrome (latest stable).

5) The OpenERP version you are using (e.g. 6.1.1-20120910-233309), if possible including the specific revision (e.g. r.2824) if you use the source repositories.

The bug is there! It should not be closed.

The issue is that after the 15 days if there are more than 4 users, one-click redirects to the purchase page, if I remove the users back to just administrator, OpenERP continues to say there are 4 users in the system, when there is really just one!

So the bug is there, however since I deleted my instance of OpenERP I can only reproduce the bug in 15 days.

I get the same issue....
I installed OpenERP 7.0-20131127-002420. First I tried it with Admin and demo user (2 users), then I create 2 more users (via LDAP to test this app).
In total I had 4 users.... --> result in "OpenERP Enterprise Subscription" page redirection. That is normal.
When I came back to 2 users (keep admin and demo) --> same result than before! Normally I have to be able to do it because I'm below the limit of 3 users!

Exactly the same issue.

I have only 2 users + the administrator

I have created one additionnal user for testing purpose then I deleted it and when I got the payment page it was written on it that I have 4 users.
If I add two additionnal users and suppress them, again the payment page considers I have more than 3 users : 5 users this time, etc.

Not very handy ;)

download the module and uncompress it directly to addons directory
