Dutch version of amount_to_text incorrect

Bug Description

The output of the amount_to_text.py file from /tools directory for the Dutch amount translates wrong. It is a literal translation of the english version, but the dutch language works somewhat differently.

For example, '95' becomes "Negentig-Vijf" while it should be "vijfennegentig" (also note use of capitals and lack of spacing).

The revision of the server I used is "4975".
The branch I used is:
http://bazaar.launchpad.net/~openerp/openobject-server/7.0/
Development platform is Ubuntu 10.04, although I don't think that matters much.

Related branch is the proposed fix for this bug. It is a slight modification to the original code. The correct way of handling the written text was according to the example posted by "Onze Taal" (url: http://onzetaal.nl/taaladvies/advies/getallen-in-letters-of-cijfers).

This fix is ready for the review.

@OpenERP Dutch Team: Have you already looked into the proposed fix? It would be really handy to have this functionality in the main branch.
