If user can not read/add attachments, do not show button/ 'Add'

Bug Description
If the user has not enough privileges to read/add attachments, do not show the button at all when it concerns reading priveleges. When the user does not have 'create' privileges, leave out the 'Add...' item on the dropdown.

Yes, I have faced the same problem while user have no privileges of attachment. As per the current situation user can access the "Add..." button event If have no rights. It's should be hide from this user.
we should Improve this behave but It's not small Implementation. So We can consider this is as your suggestion and considering it as a "Wishlist".
