Bug Description
Working on the latest trunk version.
On a packing resource (for ex.: Incoming Shipment), you have some defined filter button on the left botom side of the screen (for ex.: Available | Back Order). If a button is selected (for ex.: 'Available' is selected), and then click to create a new Incoming Shipment, this new resource will be in "Available" state. The new resource take by default the filter state.

Can you please explain more in following issues which i did not understand:
