Bug Description
It causes some issues in usability, if you want employees to be able to enter times with decimal notation.
As an exemple I timesheet 1.5 hours of work on x project.
You cannot use OpenERP language's decimal delimiter for that. It will take the locale machine format only. And if the language is not set it uses default language.
I add here a patch to use the OpenERP locale format.

The issue has been fixed in,
Branch: lp:~openerp-dev/openobject-client/6.1-opw-576759-rgo,
with Revision Id: <email address hidden> and Revision #: 2067.
It will soon be reviewed and merged with main stable branch.
