make builddeb sets wrong path on Ubuntu 10.04

Hi!
Latest bzr code.
On Ubuntu 10.04 make builddeb creates a .deb that installs in site-packages but koo only runs if I move the files to dist-packages.

We know packages do not work on Ubuntu, they work on Debian only. If you can create a new "ubuntu/" directory or make current "debian/" directory work with both systems, I'll be pleased to upload those changes.
