can't change timezone

Bug Description
I can't change timezone when i'm a normal user. I have 1 option in the screen systemsettings-date and time, that's UTC but there's no other choice. When i use the terminal: "sudo systemsettings" and go to "date and time" there's a whole list of zones. But when i check the right one, it don't change the timezone in the "normal user". The time in my bios is ok. The system time is ok. the time in KDE is 1 our late. When the time is set by hand and with a reset the time shifts back to 1 our late.
