account_analytic_plans, no distributions shown if the journal has no analytic journal set

A journal has a field "analytic journal" that is not required. if you make for example a sales invoice, and select an analytic distribution in a line, you only see the distributions that have the analytic journal specified in the current journal (i.e. sale journal). That is OK.

However, if I leave empty the field "analytic journal" in the journal, I would expect to be able to choose from all distributions, but instead I get none. Since the field is not required, I would expect some reasonable behaviour here i.e. showing all distributions.
