... even when you are doing multiple one-page invoices (say) which should all say page 1 - or nothing at all.

Hello,
It was not design these way.
But page number is managed with javascript so it should not be that hard to fix.
You can remove page numbering by editing footer and removing span fix page to_page class.
I will not be able to fix this before next year.
