[TRUNK] Tax name must be unique

Bug Description
In the l10n_ca module, we use same name for taxes as the GST (federal sales tax) is a child tax of many other taxes (provincial sale taxes) :
Tax : PSTGST in Manitoba (MB)
- GST (5%)
- PST (7%)
Tax : PSTGST in Saskatchewan (SK)
- GST (5%)
- PST (5%)
In trunk, I get an error message "Tax Name must be unique per company!" when trying to install the module.
As it doesn't make sense to have a different name for each occurence of GST, would it be possible to add the ability for a tax to be the child of many others ?

I turned this into a bug, because I have also had this issue. When using the default chart of accounts it produces a tax name must be unique. Nothing I changed alleviated the issue.
To reproduce, Please try and create new database with trunk addons, server and install account module.
