Error importing coda files in Bank Statements with accented characters!

Bug Description

Concerning account_coda (import bankstatements)

Take Accounting / Bank and Cash / Coda Import Logs
In attachement I sent the the technical guide with the modules.

This files are delivered by the banks in Belgium, we cannot change them
every time with an editor.

Try to import :

75145601.BC2 works
75145601test.BC2 gives error

There is one character different between the 2 files !

Reason : there is a special character in the name ñ (this is a character in
the name of a spanish person, but it can also be ë - é - € and so on).

Peter,

There seems a limitation of CODA as it does never consider accented characters into account.
The fact remains that the accented characters occupy 2 bytes(2 spaces by \x, \xn,etc.) , thus putting all file based reading wrong and giving room to the error.

However, we are investigating a more suitable way to get rid of such issue.
