[trunk] can not start individual previously skipped "Configuration wizards"

Clicking on "launch configuration wizard" in the tree view starts always with "sales management modules installation" - regardless which of the 12 skipped wizard I click. (more or less understandable, because all have sequence 3)

clicking on skip returns an error

"Couldn't find previous ir.actions.todo"

btw this also happens launching a wizard with sequence 5.

Hello Dr.Ferdinand,

       When you first time skip any particular wizard (i.e. Company Configuration), the state will be "Skipped". The wizard re-appears when you set "Restart" field as "Always".

       If you want to particular wizard not to appear, you need to set the "Restart" field as "Never" or "On Skip", "Never" will never ask and "On skip" will also not ask when you had skipped.

       The "All Wizard Completions Successfully" only appears when no wizard's "Restart" field set to "Always".
