Print Taxes Report Base on Payments

The print taxes report doesn't work well because it looks for the payed boolean field in the invoice.
It must work on paiement lines in cash journal and manage well with partial paiement/partial reconcile

The invoices created in the previous period which when paid in the current period obviously show up.
Please try to make sure that they are in the same "fiscal year".

Regarding the partially paid invoices they wont show up as their state="open".
When the invoices are fully paid then the state becomes "done" only then they show up.

The tax report based on payments cannot be used if it does not handle partial payments. In most countries, VAT (for payment based declaration) is due as soon as the invoice is partially paid, it does not wait for a full payment.

I think this issue can be seen as important for all countries we work in: Morocco, Cameroon, ... where most companies work on payments not on invoices.
