Set stock to zero seems to do nothing

Bug Description
Hello,
The wizard "Set stock to zero" is supposed to fill inventory with missing products of a location and set them to zero. But this seems not to be working.
One more thing to improve, is to make the wizard proposing the location when pressed.

Here I add one inventory line for stock and then run 'set stock to zero wizard' it adds all product with quantity 0.
according to you how should it work?
