Bug Description
Voucher sequences don't support sequences by fiscal year
Steps:
1. Create, for expample, "Cash Journal Sequence" (next number 11)
2. Create sub-Seqences "Cash Journal Sequence" for year 2013 (next number 5) and 2014 (next number 8)
3. Create "Cash Journal" with sequence "Cash Journal Sequence"
4. Create cash voucher in this journal - period from year 2013
5. Create cash voucher in this journal - period from year 2014
Result: number 11/2014 and number 12/2014
Expected: 5/2013 and 8/2014
