Bug Description
Login as demo, and add Demo Portal user as follower to an existing Claim.
Login as portal:
* try to create a new Claim: returns the error "Access Denied"
* try do log a message on the followed Claim: also returns the error "Access Denied"

Very strange -- I have changed the security csv file and check the access for group portal, but it keep loging this error.
