Issue email should use correct recipient name

Bug Description
version 7.0-20130622-
Context: Issues are handled by email.
Alice: Client having an issue, writing email to support.
Bob: Support staff, replying to her.
When Alice created an issue by email and support hero Bob replies, the recipient is:
"Followers of issue <email address hidden>"
This looks a little bit "unfriendly" (maybe it depends the cultural context). It should be
"Alice Surname <email address hidden>"
IMHO. After all, Bob took his time to enter her correct contact information.
