account - automatic reconcile - patch for accounts without partners

Bug Description
automatic reconcile only works for account move lines with partner_id set
nevertheless there are many accounts - example inter bank and cash to bank moves - which do not have a partner and should be reconciled automatically.
the attached patch solves this issue.
a module is no good solution as the SQL statement has to be modified
