‘?’ help buttons not working

Bug Description

When ‘?’ button is pressed on any window the cursor turns into a red circle and nothing else happens.
I find it confusing for the user that the mouse turns into a red circle when they seek for help.

Maybe we could remove the ‘?’ buttons if they don’t work?

Running v. 2.1.6 Portable / Win 8.1

We could remove it by explicitly not using the Qt.WindowContextHelpButtonHint flag when creating dialogs. See http://stackoverflow.com/questions/81627/how-can-i-hide-delete-the-help-button-on-the-title-bar-of-a-qt-dialog
