Bug Description
If someone decides to upload a cover image to a Work, either by local upload or URL (i.e. not picking from existing editions' covers), we could add a second step to the process which asks people to enter a publisher and publish date.
Then, we could fold people into the Add Book process, and if we don't find a match for an existing edition, we could create a new one.
