Sale of item with zero weight does not show in sales report

Bug Description
I am currently using Freeway 1.5 with all patches currently published. We do not have this integrated with Joomla.
We have one online payment method - paypal and we have a cash option.
If we have a product and this product has weight the person pays over paypal and 95% of the time we get a show in the orders report. Occassional glitches possibly due to paypal not returning the sale confirmation do happen. However, we have a bigger problem with items that have zero weight such as ebook downloads and subscriptions etc. Here in around 50% of the occassions, if these are ordered alone ie without any additional products that have weight then these are not reported in the orders display. We only get to know about these by the "you have money" mail from paypal and then can usually find them in the dropped cart report.
We cannot change the weightless products to having weight otherwise shipping would be charged.
We have the most basic paypal type and not enhanced editions of their merchant system.
Any ideas?
