can not create a project in web

trying to create a new project fails
Integrity Error

The operation cannot be completed, probably due to the following:
- deletion: you may be trying to delete a record while other records still reference it
- creation/update: a mandatory field is not correctly set

[object with reference: hr_timesheet_invoice_factor - hr.timesheet.invoice.factor]

missing feedback which field causes error (it is invoice task work )

BTW in gtk it is possible to save without setting this field - which IMHO is also wrong because all task work will not be shown for invoicing if this field is not set

I have checked this issue with the latest version in trunk but all are working fine.
So would you please elaborate more information on this or provide the precious steps to reproduce it.
