[IE9] Placeholders do not appear in form views

Bug Description

1. go to Sales => Leads, and create a new lead.

Do not invalidate this bug, it creates some serious problems in some forms. How can the user know what must be entered in the fields?

The placeholder feature was implemented knowing the fact it does not work in all browsers, and it does not work in IE9 ( http://caniuse.com/#feat=input-placeholder ).

It's technically possible to make it work in older browsers, but that was never asked by al or fp and it should not be implemented in 7.0 (because we only solve bugs in 7.0 and it's not a bug since we knew it didn't worked).
