AFAICS those data were imported directly or indirectly from
http://www.six-interbank-clearing.com/en/home/bank-master-data/download-bc-bank-master.html

According to the doc of the file: http://www.six-interbank-clearing.com/dam/downloads/en/bc_bank_master/bc_records.pdf

Some entries are there for history. Thus should be unactivated.

This is the case when 'New BC No' column is filled.

The best option should be to redevelop this module to accept updates using file provided by SIX
