Closing a nonconformity even if an action is not done

I can close a non-conformity even if one of the actions are still marked as non-finished.

Closing an NC should check the states of all the related actions and pop-up a message if one of them is not done.

Do we want the message to block closing the action, or do we just want a warning with the ability to cancel?

I'm in favour for a blocking error message.
The warning/cancel option you would need a "wizard", and I think it's too much trouble.
