On 7.0. I created a new NC and filled in the information to complete each step of the workflow.

When I cliked on 'Send for review', I get this error message: Analysis must be performed before submiting to approval.

I get this error because the analysis date is empty, but I can't find where it set:

The "approval" is done by clicking on a button in the bottom of the "Analysis" page.
The button is only available for users in the approver Group, and by default the admin user is not member of that group.

Add that Group to your ("admin") user, and the approval buttons will then be available.

But I do agree that this is a usablility issue:
