Bug Description
Communication between containers on one compute node works.
Communication between compute nodes through tunnels in one virtual network doesn't work.
The attached file is a dump of ICMP traffic sent from container on one compute node to another on a second compute node in one virtual network. This traffic doesn't reach the second compute node.

openstack version: openstack 3.16.1
kernel version: 4.15.0-36-generic
