UDP timeout error on windows

Bug Description

Mateusz and I came across this issue with debugging ECMP on Windows. However, the problem is not unique to ECMP.

test case: Send packets using UDP from one container to another. We tried sending multiple packets at a fast pace from different source ports.

case 1: ECMP , different computer nodes, different networks - use floating IP
case 2: no ECMP, different compute nodes, different networks
case 3: no ECMP, same compute node , different networks
case 4: no ECMP, same compute node, same network

In all four cases there was a timeout while waiting for a response. There is no timeout when the flow is already up (sending packets quickly), then it is noticed that the Agent memory usage is quite low as opposed to the case in which the flow is not established. In the latter case(flow not established), the CPU usage of the Agent reaches about 80% (as shown in the windows task manager).
