Bug Description

This is because if you don't specify CLOUD_ORCHESTRATOR, it uses Openstack as default in configure_instances.yml

Set CLOUD_ORCHESTRATOR - Win no openstack example.

We need to set CLOUD_ORCHESTRATOR to something, otherwise 'openstack'
will be used as default value.
