[Windows docker] Reenabling vRouter fixed, while error message suggests reinstalling

Bug Description

Got error message "Extension is stopped, when it should be running - possible fix involves reinstallation of the vRouter Forwarding Extension". Reinstalling didn't fix, reenabling after reboot did. We should improve this error message.
