Bug Description

contrail-windows-docker-driver supports only one method of authentication - keystone. It should also be able to run in insecure mode that allows insecure connnection to controller which doesn't have keystone deployed.

Allow docker driver to run in insecure mode

Windows docker driver should be able to run without openstack,
so option for communication with controller without authentication
in keystone should be enabled.
