It should be possible to use dev-env in your own VM, not only in docker container

Use smarter method of determining kernel version

Try to use:
1. Version set up in environment (KVERS variable)
2. running kernel's version if headers are available
3. newest-built of installed kernel-devel's versions

contrail-dev-env: Bring your own VM

* Refactor Makefile to use relative locations instead of HOME
* Allow ./startup.sh -b to run without developer-sandbox
* Add vm-dev-env/init.sh to initialize a RH-family VM
