Bug Description

This is a reproducible, if incredibly rare, failure condition that is most likely caused by a bug in our SCons code. This report is meant to coordinate work on tracking it down.

As part of https://review.opencontrail.org/#/c/40011/ I've added a patch for python (tarfile_verbose.py) that will print file paths on exception.
