Delay tx flush in fwd loop can achieve bigger throughput

We noticed fwd thread will flush Tx after 16 loops, I tried changing it to 32, that can result in bigger throughput per our Trex benchmark, Raja said this can result in some Tx latency, we're not sure if this will have some side effect, but it really boost performance.
