Bug Description
Integration of Opencontrail master with Openstack master setup throws error "Neutron server could not be started". The installation of Openstack is halted after this error.
Steps to reproduce:
1. Install opecontrail from master branch.
2. Integrate opencontrail with devstack.
3. Install devstack from master branch.
4. See the error "Neutron server could not be started" in stack.log
